The building stood padlocked in the noon day heat over here, just like the office elsewhere was now a shadow of its busy forerunner. Another branch office had abandoned official vehicles and overgrown weeds as souvenirs of neglect and stagnation. Two workers were the remaining evidence of activity. Years earlier, it took lengthy security clearance before you gained access to any of its congested offices.
