As the crowd filled every available space, his gaze focused on the neckline of those in the leadership cadre. He had a habit of measuring the quality of any institution, by that part of the shirt its officers wore. Whenever he noticed any that was worn-out or having the tie misaligning with the shirt, he concluded that such an institution, no matter its public image, was not to be reckoned with.
